[toolwindow] IJPL-59194 Disable tool window reorder in RemDev

In RemDev mode tool windows are synced with between frontend and backend. And now the dragged tab is disposed on the backend, which breaks it on the frontend. Fixing it requires improvements in the tool window contents synchronization, which are not obvious at the moment.
