[PyCharm Tables] PY-81433 Got rid of separate CommandCodeProvider-s, left only 1 for Python, made a rename refactoring

* Moved all python commands for table inspections and statistics to a single provider
* Renamed `DSFrameAccessorCommandExecutor` to `PyDebugProtocolTableCommandExecutor` for better code readability
