[vcs] IJPL-214007 Make parts of the Commit tool window transparent

Browse Source 
These panels are designed to have the same background
as the tool window itself. Instead of painstakingly
tracking every panel to ensure it has the correct background,
make them transparent, so they have the same background
as the root opaque panel.
