IJPL-210700: do not try to start a trial automatically and/or load paid functionality after migration from CE

After migration from Community Edition:
- if the IDE is managed, do not try to activate a license using provided license server URL
- if the IDE is not managed:
  - do the trial availability check
  - do not start a trial automatically if it's available
  - do not activate any licenses automatically, even if there is one in JBA
