[kotlin] Update project configuration collector

groupID=kotlin.project.configuration
Group version (47) should be incremented if field was changed (event=Build, field=nonDefaultLanguageFeatures)
New rules: [DisableMaxTypeDepthFromInitialConstraints]

This commit fixes the test 'MetadataSchemeGenerationDevServerAggregatorTest'.
