IJPL-248623 reconcile AIR structure tests after 262 backport

Add module-info.md for 262-specific review/space and review/llm-plugin-integration
content modules, point DevKit API restrictions at 262's ApiRestrictions.json, and
reconcile plugin-structure baseline with the post-backport module layout.
