[agent-workbench]: revert ai-review tests out of Bazel sandbox (MRI-4591)

The community-aggregator sandbox migration disabled the intellij.agent.workbench.ai.review content module in the sandbox: its intellij.problemView.plugin dependency is absent from the sandbox plugin set, so the module's <registryKey> declarations are never contributed and AIReviewPaletteExtensionTest fails with MissingResourceException on ai.review.via.ai.code.review.plugin.tui.

Run the test in the standard (non-sandbox) path again until it can be made sandbox-compatible.

This reverts commit 40eb3140973a6c43e7a7596a405f6ddea6aaab09 for intellij.agent.workbench.ai.review.tests.
