[tests] IJPL-211571 Allow skipping embedded client in tests

JetBrainsClientDownloaderTest.testCleanDownloadStaging checks the correctness of downloaded data from staging.
Checking local (embedded) installation is incorrect in this test. Moreover, the test fails because of that.
