Nikolay Chashnikov f4c85fcd6c [tasks] add a plugin alias to intellij.platform.tasks.impl module (IJPL-189895) ...

This is needed to allow external plugins declaring an explicit dependency on it without using v2 'dependencies' tag.

The alias is declared in 'impl' module because we have classes in it used from external plugins.
