Mikhail Golubev 73cbfb245a PY-39579 Update the bundled pip, setuptools and virtualenv ...

In particular, setuptools is now compatible with Python 3.9 (#1788).

We don't bundle the new generation of virtualenv yet, since it has a different
structure and can't be launched as the old one via virtualenv.py.
We should better start distributing it as a zipapp "virtualenv.pyz" at some point.
