Denis Zaichenko 435dbcf8b2 IJPL-180572 Take into account pending plugin installs during requiredUltimate check 
We need that because we can't fetch information about dependencies before the plugin XML is downloaded, which happens after applying. So the only way to do it is to try get info from the session IJ-CR-169492
