Nebojsa Vuksic 225fcf7439 [JEWEL] Exclude :samples:ide-plugin subproject ...

The :samples:ide-plugin compilation via Gradle is currently broken.
Since this subproject is not published with IntelliJ IDEA, it does not affect the release.
Temporarily exclude it from compilation to unblock the Jewel release.

Note: On the master branch, this plugin has been moved to the DevKit plugin.
