Version 261.20525 of devkit.runtime.module.repository.jps used during JPS build still calls this variant of the method. Classes of 'intellij.platform.runtime.repository' are taken from the IDE, not from the library because they are included in lib/platform-loader.jar which is added to JPS build classpath because UrlClassLoader returned from 'ClassPathUtil.getUtilClasses' lives in it.
