Move the platform Structure View module set behind a generated module-set plugin so desktop products keep it as a default bundled plugin while headless products can omit it. Split LSP Structure View support into an optional content module and keep language-server/code-server layouts free of Structure View dependencies. Move DOM Structure View registration into the XML Structure View implementation and add explicit dependencies for plugins that use the implementation API directly. Regenerate product descriptors and Bazel metadata for the new layout, including the Structure View wrapper plugin and XML-without-Structure-View module set.
