^IDEA-333017: support migration in app AppIndexingDependenciesService (0 to 1) fixed ...
AppIndexingDependenciesService is using the same file as FileIndexingStampService. FileIndexingStampService has already been seen in nightly builds, and already generated file with version 0. Assumption that we don't need storage migration v0>v1 is not correct. Implement migration to avoid unneeded test failures and VFS rebuild.
