Andrei.Kuznetsov cbbee90fa8 IJPL-899: move VFS listener from ConfigFileContainerImpl to ConfigFileFactoryImpl ...

Now we have one listener for all the config files. This new listener is an "async" listener, and there is only one instance of it per app (not 150k instances as we had in a performance test with 50k modules)
