Alexey Katsman e810154190 PY-52688 centralize Python SDK project metadata ...

Persist the project working directory and requirements file name in
PythonSdkAdditionalData so SDK consumers use one source of truth.
Keep legacy requirements serialization for rollback compatibility and
migrate existing SDKs at project startup, with flavor hooks for
tool-specific data.
