Alexey Katsman b118474b5c PY-52688 support Hatch on remote targets ...

Generalize Python run-tool and Hatch CLI/service APIs over SDK flavors
and filesystem path holders so environment discovery, creation, package
synchronization, and execution work through EEL or legacy targets.
Upload only Hatch project metadata for target-side detection, keep local
scaffolding EEL-only, and preserve legacy Hatch SDK serialization during
migration.
