Damian Baczyński c0bd0fa4ee BAZEL-3331: Show directory children from another module in Flatten Packages mode ...

With the Bazel plugin, a directory can belong to a different (dummy) module than the files inside it, because the plugin cannot always produce a single-directory source root. In "Flatten Packages" mode ProjectViewDirectoryHelper filtered such children out via the (dummy) module's index, producing a confusing empty project view.

Check the project index instead of the module index when a module index is present, so children that belong to a different module are still shown. Add a regression test covering the dummy-module scenario.
