Anna Kozlova c40e06dbd1 [kotlin] safe delete based on symbols and psi (KTIJ-21136) ...

initially keep the refactoring in the kotin.idea, to be moved in separate module;
expect/actual concept is not ready for FIR yet, KotlinSafeDeleteHelper service is introduced as a temp solution to keep K1 working;
overrideWithUsages.kt.messages is temp created, K1 silently removed `override` modifier which is most probably the final intention but doesn't work yet with symbols
