Artem Aleksyuk 41721984b5 GTW-2499: Move ElevationServiceAvailability functionality to SudoCommandProvider ...

ElevationServiceAvailability and SudoCommandProvider are basically solving the same task, there's no need to have two similar services. This also fixes the problem of CwmElevationServiceAvailability not being aware that sudo is available in unattended mode.
