Vitaly Legchilkin f56579b61c PY-88130 Fix freeze in PyCollectImportsTask by splitting read actions ...

- Split single long read action in collectImports into per-file read
  actions to allow cancellation and avoid UI freezes
- Replace old JUnit3 PyRequirementsGenerationTest with JUnit5
  PyRequirementsTxtGenerationTest using fixture framework
- Remove duplicate PySyncRequirementsEnvTest (covered by new test)
