Nikolay Chashnikov e0af07e0c9 [IntelliJ project configuration] explicitly set language level to 1.8 for modules which are included in build process 
We need this to ensure that build process can be started under JDK 8 after we migrate IDE modules to JDK 11 (IDEA-243693).
