Separate runtime module repository for non-bundled plugins was used only for test plugin in PluginForTestModulesGenerator, and it isn't used since 93e9c80e2ce27f7d0. So it's better to drop the related functionality, given that it's planned to include information about plugins in the runtime module repository in a different way anyway.
