Uv APIs expose io.github.z4kn4fein.semver.Version in public method signatures. Loading the old project library separately in Python plugin and test plugin classloaders could produce duplicate Version classes and loader constraint failures.

Move semver behind the shared intellij.libraries.semver content module and include it through the platform library module set so production and test code resolve a single classloader-owned library.
