Vitaly Legchilkinandintellij-monorepo-bot 928ecfd83c PY-89622 add OWNERSHIP files for PyCharm Exec module roots

Cover C1 (Core PyCharm: Exec / SDK / Run / Tests / Packaging / Remote)
and the PyCharm-Exec-owned parts of C3 (Debugger / Helpers) so code
ownership resolves to the right group for these directories:

- 67 files set 'PyCharm Exec Experts' (C1 modules under community/python/
  and python/, plus community/python/helpers/ and python/profiler/).
- 'PyCharm Exec Debugger Experts' owns python/dap-python-plugin/ and the
  debugpy/ and pydev/ subtrees of community/python/helpers/, overriding
  the parent helpers/ rule.

python/python-django/ and python/django-db-config/ are intentionally
left without OWNERSHIP files; out-of-scope clusters (C2 language core /
type-checkers, C4 Jupyter / AI / ML) are not touched here.

'./.ownership/cli.cmd owners validate' passes.
