Add a pluggable PyToolManagerProvider EP (PyToolManager: uv tool install, pip
fallback) and PyTool models for uv, hatch, poetry, pipenv. Route the Add
Interpreter, pyproject, and External Tools flows through
PyTool.performToolInstallation. Prefer uv (latest, isolated) over pip and drop
the pinned Poetry 1.8.0.
