Move intellij-test-discovery behind a private intellij.libraries.test.discovery wrapper so consumers no longer depend on a shared project library.

The wrapper is bundled as embedded private content of the Java, Coverage, and language-server Java plugins because these are the plugins that directly consume the library. Keeping it out of CoreModuleSets avoids exposing this test-discovery agent as platform-wide core content.

Regenerated Bazel/library metadata and updated packaging snapshots for the new wrapper-owned library layout.
