Nikita Katkov 34b2bd229d [bicep + textmate] Allow textmate plugin to substitute registered filetypes other than plain text one ...

Since the plugin promotion mechanism relies on the registered filetype, we wish to have one in the bicep plugin [and others later maybe]. But since the plugin is LSP-based, we dont have a dedicated parser and rely on textmate bundle to highlight it. Thus, teextmate should substitute such filetypes.
