Mikhail Golubev 49170b8d74 Make sure that resolve results for qualified names in imports not duplicated ...

Subsequent caching of such incorrect results caused non-idempotent computation
contract failures.

The underlying problem is that for Python 2 we can resolve to the same file
both as a relative and absolute result (needs to be further diagnosed).
