Bart van Helvert 9a1d5ea169 [kotlin] Rework internal usage processing and remove isUpdatable ...

Removes isUpdatable filters after conflict checking and instead of filtering, the refactoring now marks usages whether they are updatable during the marking of internal usages. Because of recent changes that made it so we only call find usages on top level moved elements, this means external usages are also always updatable. #KTIJ-30733 Fixed
