Alexey Belkov d0626ed659 [kotlin] "Use Property Access Syntax" improvements

* Report for unqualified call of setter with non-unit return type
  to support the "builder" use case with `apply` function

* Don't report for common getter-like prefixes "getAnd" and "getIf"
