Jaebaek Seo f70d1e4900 FIR inspection: handle nullable boolean elvis

This commit adds KotlinHLNullableBooleanElvisInspection class that
detects elvis operations with a nullable boolean and a constant
boolean value e.g., "a ?: false" and replaces them with the ones with
equality checks e.g., "a == true".
