 * PyCharmInitialConfigurator has not been used for plugins.
 * It is now moved to python-community-plugin-core.xml to work with
 plugins as well

Ekaterina Tuzova f9ab833e50 fix doubled run current file linemarker 
LineMarkerPass now queries providers twice: for visible (inner) and invisible (outer) elements so we need to find actual psi file in elements array.
