Ivan Migalev 7823bfe16d IJPL-218391: change the API status of FloatingToolbarProvider.onHiddenByEsc 
This will allow the plugins to implement FloatingToolbarProvider.

Without this change, this is currently forbidden by the API Verifier because Kotlin will emit a synthetic method when implementing an interface with a default method, which will be (incorrectly) seen as usage of the internal method in question.

Alexey Katsman cd3a23c36d tests [python]: create environment for Jupyter UI tests before IDE start 
If we create venv after the IDE has started, there's basically a race
between venv creation and Python SDK configurator. And since
configuration is DumbAware action, it can start right after project
opening, which would lead to non-existing venv and system python being
set as SDK as a fallback.
