Andrey Vlasovskikh 8af73b7185 Don't resolve to file-level '__metaclass__' in PyClass.getMetaClassExpression() (PY-12127) 
This method is invoked during indexing and it shouldn't resolve
references extensively. Related to this issue, the return type of
PyClass.getMetaClassType() has been changed in order to be able to
return weak metaclass types.

Andrey Vlasovskikh 50d1e9b3cc Cleanup of API for qualified names of expressions 
Added PyQualifiedExpression.asQualifiedName() and moved utility
functions to PyPsiUtils. Expression classes can now cache the results
of calculating their qualified names.

It was used only for 'file', superseded by 'io' classes. Providers can
provide iteration types via '__iter__' and '__next__'.

Andrey Vlasovskikh bf9a384d08 Refactored PyUtil.getMetaClass() into PyClass.getMetaClassType() 
This will allow to deal with metaclasses that are not necessary based
on PSI elements. Also it will help creating stubs for Python 3
metaclasses defined as keyword arguments.
