Mikhail Golubev 180ba23034 PY-31154 Don't build folding regions for empty statement lists 
Because such empty PSI elements lead to cryptic problems related to
broken invalidation of regions in the editor. Besides, it just doesn't
make much sense to offer folding for them in the first place.
