Alexey Kudravtsev 92996cecaa several optimizations for speeding up getFileType() (part of IJPL-162944 speedup find usages in kotlin files): 
- Do not query FileTypeOverrider extension point in hot path; store in fileTypeOverriderCache instead
- Store FileTypeManager instance in FileTypeRegistry field to avoid indirection in hot path
- Use fields to store some services queried in hot path
- perform modifications under myPendingInitializationLock.writeLock() to avoid corruption

Christophe Rhodes eb17f1b189 IDEA-315792: Handle initial whitespace in Toml files 
If there is initial whitespace in a Toml file, it is logically next
after a newline (in terms of parser states) despite that whitespace
not actually containing a newline character.

Christophe Rhodes 90cef8659f IDEA-315791: Fix a Toml lexer bug 
Leading zeros are allowed in float exponents, as documented at
https://toml.io/en/v1.0.0#float.  An example valid Toml file
which the current implementation fails to parse correctly is:

```
flt5 = 1e06
```

as in the Toml documentation referred to above.  Include this
example in the parsing tests.

Vladimir Krivosheev 0429b0130d use murmur 3 32 instead of xxhash 64 for icon digests - reduce icon db size (mostly in memory, because on disk compressed using LZ4) and avoid loading extra classes on start-up (murmur is already used in classloader) 
no collisions so far

Christophe Rhodes 9c0e634333 [toml] Fix decoding multiline strings 
TOML specifies discarding an initial newline character from
multiline strings, both basic and literal.  Make this happen
in String.unescapeToml.
