The method always returned 'false'. It doesn't make sense to improve this given that the JPS model is being migrated to Workspace Model (IJPL-409).

Nikolay Chashnikov 402b82fe0e [jps model] create correct references to modules and libraries if the new implementation of JpsModel is used (IJPL-409) 
JpsModuleReferenceImpl and JpsLibraryReferenceImpl won't resolve if the new implementation is used, so parts of JpsModel which aren't converted to use the workspace model, also need to use *Bridge implementations.

Mark as internal members which aren't supposed to be used by plugins. In particular, methods which modify the project model are excluded from API because they are supposed to be called from the implementation code when loading the project configuration from disk. Also, their presense would complicate migration of the JPS model's implementation to the workspace model (IJPL-409).

Vladimir Lagunov 8d1744cd88 JPS: apply path mapper to Maven Artifactory URLs 
Now, if JPS runs in a WSL container, it mangles paths to JARs from `~\.m2`.

JPS uses JARs from the Windows disk. Although it would be more performant to use JARs from the Linux drive, this commit makes JPS at least work on WSL.
