PCQA-1191 update Python versions to build debugger binaries

- remove 2.7 - it fails on modern macOS, and I see little reason to fight
  the problem - folks using this ancient version could live without
  Cython speedups
- drop 3.6 and 3.7 - PyCharm doesn't officially support them
- add 3.13
- update `com.jetbrains.python.envs` to 0.0.33 - there are important
  fixes there, see PCQA-1107
- switch from JFrog to Space packages, see PCQA-251
