PY-87683 Refactor and extend trace contexts in Python plugin

Browse Source 
Rename bundle keys from tracecontext.* to trace.context.*, consolidate
tool-specific detection contexts into a parameterized key, and add new
trace contexts for ToolDetectionService and PyCondaEnvProvider.
