Subject: [PATCH] Don't assume %-formatting by default since this makes it
 impossible to configure custom SQL user parameters (PY-17188, PY-17382,
 PY-10771)

We've effectivly rolled back the fix for PY-10771 since we'll
reimplement it using default SQL user parameters.
