Subject: [PATCH] KMT-2942 Add OWNERSHIP files for the KMT team

Add an OWNERSHIP file to each KMT root directory that has no owner:

- mobile-ide/
- CIDR-appcode/
- community/plugins/compose/

Each file sets the owner to the group 'Kotlin Multiplatform Tooling'.
The KMT footprint comes from the Space CODEOWNERS file.
The nested file CIDR-appcode/kmm-ide/performanceTests/OWNERSHIP stays
owned by 'Kotlin Performance QA'.

The group 'Kotlin Multiplatform Tooling' must exist in the codeowners
service before a merge. Without the group the ownership check fails.
